Toukyou minstrel quest will be unlocked once your character reach Base Level 25. To start the quest, go to Izlude and find the minstrel Cosma Reo located beside the Exchange NPC.
To finish the quest you need to do the following:
- Give 1 piece Hair Band Blueprint and 1 piece Yggdrasil Leaf.
- Kill 300 Roda Frog.
- Give 30 pieces Rotten Bandage.
Finishing this quest will unlock "Magic Bible Vol1" gear in Izlude Equipment Crafter.
