Katarina minstrel quest will be unlocked once your character reach Base Level 40. To start the quest, go to Geffen and find the minstrel Clem Silva located to the north of Minstrel William Hasat.
To finish the quest you need to do the following:
- Give 1 Hot Dish.
- Kill 300 Piere.
- Give 30 pieces Garlet.
Finishing this quest will unlock "Memory Book" gear in Geffen Equipment Crafter.
